Tao Te Jing Chapter 3

3.1不尚贤,使民不争。
(When governing) Do not over praise talents,
to prevent people from fighting (for it)

3.2不贵难得之货,使民不为盗。
Do not over value rare things,
to prevent people from committing robbery
 

3.3不见可欲,使民心不乱。
Do not expose the desirable,
to prevent people from being bewildered.
 

3.4是以圣人之治,虚其心,实其腹;弱其志,强其骨。
A Saint in governing would humble his heart,
enrich his belly (with knowledge of heaven);
weaken his ambition
and strengthen his body.
 

3.5常使民无知无欲,使夫知者不敢为也。
And lead people towards no knowledge of the world
no desire of worldly gain;
therefore leave no courage for those ‘clever’ minds to act.
 

3.6为无为,则无不治。
Act in non-action, nothing is unmanageable.
